Scope of Services

Founded in 1981, Langton Associates has extensive experience in providing grant writing; grant administration and intergovernmental relations for city and county governments and for non-profit organizations. Unlike other firms that only specialize in specific program areas such as engineering, housing, or community development, we offer knowledge and expertise in a broad range of federal and state agency programs and funding mechanisms.

Langton Associates adheres to the following corporate philosophy:

We assist our client in the pursuit of external funding sources, consistent with goals and priorities that are fiscally responsible and programmatically feasible.

Langton Associates is a full service grant firm that teams with the client to develop successful proposals. Langton Associates’ grant development approach is as follows:

  • Review federal, state, and foundation Notices of Funding Availability, upcoming program notices and demonstration project notices as well as monitoring new legislation. Langton Associates uses client information gained through such methods as a needs assessment and client driven request to determine applicable grant programs.
  • Plan grant project and proposal working closely with staff/client.
  • Write the grant draft and submit the copy to client to review and edit.
  • Edit the final draft and produce final document.
  • Submit final document and provide client with copies.
  • Follow-up with grantor agency to assure delivery of documents and monitor notification of award.

The following Contract Options are available:

    1. A Full Service Contract, designed by a team of grant professionals, is a personalized Strategic Grants Plan tailored to address your specific needs. Langton Associates uses this analysis to accurately recommend appropriate funding sources for accomplishing your goals. Preparation and submission of grant applications, as well as follow-up contact with grantor agencies, ensure the client of productivity.

Full Service contracts are limited to a small number of local governments to ensure our clients have a "competitive edge" in a highly competitive field of limited dollars.

The specific activities and work elements we propose to perform under a Full Service Contract are as follows:

IN-DEPTH NEEDS ASSESSMENT. Through on-site interviews with officials and staff, your needs will be determined. We will review materials concerning your government, its services and structure; such as the Comprehensive Plan, Capital Improvement Plan, your Budget, etc. A list of your needs will be matched with resources available through various programs. A Strategic Grants Plan will be developed to fund your priority projects through various grant and loan programs.

DETERMINATION OF RELEVANT FUNDING SOURCES. We make extensive use of our internal and external resources to determine appropriate sources of funding to accomplish your goals. Recommendations for applications are made on an on-going basis.

PREPARATION AND SUBMISSION OF GRANT APPLICATIONS. Langton Associates will develop and prepare the complete grant application and submit it to the funding agency. The typical annual client pursues an average of eight to ten grants in a contract year. We will also provide technical assistance to staff who are already soliciting grants.

TECHNICAL ASSISTANCE ON GRANT ADMINISTRATION. Langton Associates has administered numerous grants in its twenty-one year history. From CDBG, Entitlement and Small Cities to Anti-Drug Abuse to Historic Preservation grants, we've done it all. We understand the reporting requirements and have created the financial management systems that have made our projects a success. We can provide staff and contractors administering grants with expert advice that will keep them on track.

PERSONALIZED GRANT RESEARCH AND CONSULTATION. Our consultants read extensively in government resources such as Florida Administrative Weekly and the Federal Register. We keep up with the U.S. Congress and the Florida Legislature. This allows our team to follow new programs as they are created. Our consultants attend and testify at public hearings and workshops on new programs. We utilize an extensive company library and on-line computer databases to know the past, present and future of a wide range of grant programs.

INTERGOVERNMENTAL RELATIONS WITH FEDERAL AND STATE GOVERNMENTS. Langton Associates acts as a liaison to the funding agency before, during, and after any application is made. Our extensive network of contacts in Washington, D.C. and Tallahassee, Florida, as well as our proximity to Tallahassee, enable us to provide our clients with the most accurate, up-to-date grantsmanship information and resources available.

    2. A SmartGRANTS? Contract is a mini-grant consulting package, tailored to meet your specific goals and priorities, while being cost effective.

The specific activities and work elements we propose to perform under a SmartGRANTS? Contract are as follows:

GRANT DEVELOPMENT AND PROFESSIONAL PACKAGING FOR UP TO FOUR (4) GRANTS. Expert assistance with strategic planning, coalition building, evaluation development and budget preparation along with professional presentation of proposals.

WEEKLY E-MAIL GRANT ALERT. Current federal, state and foundation Notices of Funding Availability, programs notices, demonstration project notices and field intelligence.

PERSONALIZED GRANT RESEARCH AND CONSULTATION. Expert review, analysis, and summarization, upon client request, of available grant programs and project viability.

    3. An Individual Grant Service Contract is for one specific grant.

The specific activities and work elements we propose to perform under an Individual Grant Service Contract are as follows:

GRANT DEVELOPMENT. Expert assistance with strategic planning, coalition building, evaluation development and budget preparation

PROFESSIONAL PACKAGING. Professional presentation of proposals

    4. A Special Project Contract is performed on an individualized, specialized basis, and within a broad range of program areas, our expertise has enabled our clients to find creative solutions to overcome some of the more difficult obstacles facing local governments today. Langton Associates embraces the philosophy that insurmountable "problems" are merely challenges awaiting solutions!

Langton Associates' principals possess the professional background and credentials which enable us to assist clients with a vast array of Special Projects needs.

Examples of Special Projects, which Langton Associates have undertaken include:

Public Participation/Community - Outreach/Consensus Building, such as the State House Initiatives Program, the Community Development Block Grant program (both Entitlement and Small Cities) Homeless Continuum of Care, HOPE 6 Program, and the Federal Empowerment Zone/Enterprise Community program.

New Program Implementation and Project Start-Up, such as State Housing Initiatives Partnership, Welfare to Work Competitive Grants, and Community Health Center New Start projects
